Catholic Caritas Foundation of Nigeria (CCFN) or Caritas Nigeria is an agency established by the Catholic Bishops Conference of Nigeria (CBCN) as a specialized vehicle for human development, to coordinate the social interventions of the Catholic Church in Nigeria. Caritas Nigeria’s board is chaired by the Bishop chair of church and society of the Catholic Secretariat of Nigeria (CSN), with the Secretary General of the CSN, the Director of church and the society department of the CSN as members of the board. The board also includes the Executive Secretary of Caritas Nigeria and one lay professional each in the areas of law, medicine, human development and education. Based in some rural communities of Kebbi State and Sokoto State in North-Western Nigeria and the Federal Capital Territory (FCT), FTFNLP uses a multi-sector approach to help 42,000 very poor households (HHs) grow their agriculture production, incomes and children (through improved nutrition) and help strengthen community and government systems to support these gains.Job Title: Monitoring and Evaluation Officer Job Code: 00172016Department: Feed the Future Nigeria Livelihoods Project (FTFNLP)Shift: 8 AM to 5 PMJob Type: Full TimePay Rate: Band 4Travel: YesJob DescriptionThe Monitoring and Evaluation Officer (MEO) will provide technical support in ensuring high quality monitoring and evaluation of the Feed the Future Nigeria Livelihoods Project while liaising with the technical programming staff of the project and sub-recipients.The MEO assist in developing and managing an effective monitoring system with training, mentoring and on-the-job support to CSO implementing partners.The MEO will carry out routine data analysis and liaises with technical program staff to identify and address issues in a timely manner.The MEO will work closely with the state program and technical staff in knowledge management by documenting processes, successes and lessons learned throughout project implementation. The MEO will support the roll-out and functionality of information and communications for development (ICT4D) solutions which ensure participant tracking in all project activities and monitoring of household trends.The M&E Officer will report to the M&E Director, maintain close liaison with other Team Leads, Senior Program Manager and Program Managers of the project and give regular work update to CCFN Senior Advisor, Institutional Capacity Strengthening.The M&E Officer will ensure adherence to Caritas Nigeria technical and program quality standards in implementation and compliance by partners.Specific ResponsibilitiesM&E Planning and Monitoring:In collaboration with the M&E Director:Implement the monitoring and reporting tools with CSO partner organizations and provide guidance for documentation and M&E data gathering, collating and analysis;Provide inputs to data to inform the organization’s operational planning processes to ensure cross departmental planning based on available information;Develop M&E trainings and mentoring plan to improve capacity of CSO partnersEnsure that project partners implement the approved activity M&E plan and regularly update this document based on new developmentDevelop innovative strategies to strengthen data collection, monitoring, evaluation, analysis and reporting;Project reporting:Ensure timely gathering of M&E data to inform program monitoring, reporting and decision making;Collate and consolidate M&E reports generated by CSOs and other partners into monthly project progress reports;Produce critical written analysis to inform project delivery, management decision making, and strategic planning;Carry out quarterly field visits to all CSO partners to ensure compliance to data quality and reporting.Ensure that systems and structures are in place for meeting the M&E requirements of the project to donor.Carry out quarterly assessment of the quality of indicator data tracking by the CSO partner to ensure accurate disaggregation, validity, precision, reliability, timeliness, and integrity of data collection and reporting.Support to Civil Society Organizations (CSOs):Provide training and mentoring to CSO M&E Officers on the use of data tools;Support CSO’s M & E Officers in collating, analyzing and documenting the progress, impact, challenges and lessons learned on the project;Support CSOs with systems for troubleshooting the ICT4D solution to identify and address emerging issues and challenges with usersICT4D Solutions:Support CSOs with systems for troubleshooting the ICT4D solution to identify and address emerging issues and challenges with usersCarry out weekly tracking of data uploads on the Iformbuilder to ensure timely data collection and upload by community volunteers and CSO partners.Conduct quarterly visit to CSO partners and community volunteers to provide technical support on device data collection, upload, retrieval, reporting and maintenance of the devices.Participate in periodic ICT4D meeting and forum for updates and discussions on solutions in CRS and solicit for technical support, if need arises.Ensure high quality and efficient verification, validation and registration exercises of benefitting HHs across project locationsCatholic Caritas Foundation of Nigeria Program Responsibilities.Participate as a full member of the Catholic Caritas Foundation of Nigerian Programs Department team;Contribute program learning to communications and knowledge management initiatives, ensuring that best practices are recommendations and promoted within and to external organizations.
