Hence we are currently seeking for suitably qualified candidate to fill the position of Field Security Associate.Job Title:Clust Coord Off (Shelter/Tech)ORGANIZATIONAL CONTEXTThe position of Cluster Coordination Officer (Shelter/Technical) performs a technical support role in support of the 6 core functions of the merged Cluster. The incumbent reports directly to the Senior Shelter Cluster Coordinator who leads and manages the Cluster coordination team.The Cluster Coordination Officer (Shelter/Technical) is expected to support the discharge of UNHCR's lead role in the Shelter/NFI/CCCM Cluster and to impartially represent the interests of the members of the technical working group and ensure appropriate cross-sectoral coordination with other related clusters such as WASH, Protection (HLP) Early Recovery and others.The incumbent leads an inter-agency group of technical experts in an environment that requires high standards of accountability, leadership, coordination, and negotiation skills, and in which the principles of partnership and collaboration are essential.The Cluster Coordination Officer (Shelter/Technical) works closely with and/or is part of a multi-functional UNHCR Shelter/NFI/CCCM Cluster Support team, including, but not limited to, the areas of Camp Management & Camp Coordination (CCCM), Information Management, Needs Assessment, Cash based interventions etc.The Cluster Coordination Officer (Shelter/Technical) will collaborate with the UNHCR Shelter staff. It is expected that the incumbent will undertake regular visits to the field to provide support to Sub State and Sub National Clusters.FUNCTIONAL STATEMENTAccountabilityRelationships established with key Technical advisers, program staff, relevant Ministries and local authorities, within the Shelter/NFI/CCCM Cluster partners, respecting their respective mandates and programme priorities.Oversight of compliance of Shelter/NFI/CCCM Cluster partner programmes with agreed technical guidelines provided, and integration of cross cutting priorities like age, gender, environment ensured.Shelter/NFI/CCCM Cluster partner responses are in line with existing international, national and IASC policy guidelines, technical standards, and relevant Government obligations in terms of urban zoning, building code compliance, and environmental considerations.A common strategy within the Shelter/NFI/CCCM Cluster for capacity building and training is developed and implemented.ResponsibilityIdentify and build relationships with key technical advisers and programme staff within the Shelter/NFI/CCCM Cluster partners, respecting their respective mandates and programme priorities.Identify and build relationships with other key partners, including relevant national authorities, local authorities, national academic institutions (planning, statistics, engineering, architecture).Identify and build cooperative relationships with relevant Clusters, particularly Health, WASH, Protection and Early Recovery Clusters.Provide oversight of compliance of Cluster partner programmes with agreed technical guidelines, and advise the Cluster Coordinator accordingly.Work with Governmental authorities and other partners to ensure application of consistent needs and gap assessment methodologies.Maintain an overview of market prices, quantity, and quality of building materials and other shelter-related non-food items available in the country.Ensure the establishment and proper working of ad-hoc Technical Working Group coordination mechanisms, including at the Sub-state and sub national level as requested by the Cluster Coordinator.Promote inclusion of all stakeholders in the Shelter/NFI/CCCM Cluster by creating an enabling environment for their participation in Technical Working Groups.Ensure an appropriate distribution of responsibilities within the Technical Working Groups, with clearly defined focal points for specific issues as required.Ensure that Technical Working Group partners work collectively in a spirit of mutual cooperation and through consensual decision-making, ensuring complementarity of various stakeholders' actions as far as possible.As soon as appropriate, initiate preparatory work for the recovery phase and the handover of technical competencies to the Early Recovery Cluster and national authorities.Ensure that Shelter/NFI/CCCM Cluster partner responses are in line with existing international, national and IASC policy guidelines, technical standards, and relevant Government obligations in terms of urban zoning, building code compliance, and the Environment.Promote use of participatory mechanisms for monitoring of shelter programmes and outcomes.Ensure the tracking of performance and humanitarian outcomes using benchmarks, indicators, and data (disaggregated by age and gender) as agreed through Cluster mechanisms.Promote and support training of humanitarian personnel and capacity building of humanitarian partners.Support efforts to strengthen the capacity of the national authorities and civil society.Support the development and implementation of a common strategy within the Emergency Shelter Cluster for capacity building and training.AuthorityRepresent the Shelter/NFI/CCCM Cluster in technical meetings with sectoral and external partners and experts, authorities and other relevant interlocutors.Co-chair Technical Working Group meetings with the relevant Government counterpart as appropriate ensuring that technical decisions/recommendations are made as appropriate.Upon consultations with Cluster members, take final decision over format and frequency of meetings, designation of focal points and the establishment of Technical Working Groups and ad hoc/task-related bodies for specific issues.
