MasterMindsHRSG Management Consulting Our client, is urgently recruiting suitably qualified candidates to fill the position below:Job Title: Operations and Maintenance Manager, FuelLocation: LagosRole and ResponsibilitiesOverall responsible for smooth operation of the O&M Fuel management project, coordination with client and OHS & Quality representatives.Demonstrates the ability to think critically and proactively,anticipates risks and prepares solutions inadvance.Inspects the quality of the equipment and undertakes site inspection to determine if they arecomplying with government regulations, client requirements & industry standards.Analyses resources requirements, acquires, monitors and makes suggestions or improvementsaccordingly. Resources include but not limited to Human, tools, equipment & transportation.Analyzes and proposes different scenarios or options in fuel management chain (Procurement,delivery, monitoring, consumption, invoicing etc), to decrease OPEX, saving in CAPEX to make fuelmanagement success both financially and technically.Liaises within organization and client to achieve the objectives & efficient fuel management.Has overview of financial resources and funds requirement; Raises funds requirement well beforetime and finds ways to arrange finances with help from his/her supervisor in case required.Prepares monthly and annual O&M budgets for his/her operation, monitors costs, resources andensures expenses are within allocated budget within whole fuel management process chain.Responsible for finding new fuel suppliers or transportation companies or any other resources,contract negotiation and contract monitoring for efficient and cost effective fuel management,keeping in view company’s interests.Evaluates field staff and quality of works through personal inspections & other means, proposes trainings enabling and maintaining appropriate qualifications, certifications, and licenses.Implements efficient fuel management system e.g. forecasting, ordering, delivery, consumption,monitoring and controlling.Coordinates with the O&M Supervisor and other concerned staff for analysis, reporting andimprovement plans.Coaches and develops the O&M Supervisors, Fuel and teams assigned to him/her, to let them understand relevant objectives and processes and have proper documentations.Analyzes data and makes short and long term supply plans and budget forecast , ways to monitorfuel levels and timely delivery to ensure that fuel is available all time in field in case of emergencysituation in the region or area.Thinks proactively for minimizing fuel leakages and thefts at all fuel supply chain levels; createsrelevant reports and analysis as per requirement of client and company’s internal targets and acts onthese reports according to processes.Creates reports based on forecast, delivery, & consumption as per guideline, identifies the problemareas and suggests improvement.Ensures that relevant documentation and reports required for fuel management and invoicing areready and reconciled internally and with client in timely manner.Coordinates with the client’s representatives and other sections and proposes changes in procedures, as required, to accomplish tasks in the most efficient and cost effective manner.Liaises with the Accounts section for verifying & invoicing of the approved fuel usage.Reviews all equipment and personal injury accidents that take place at the fuel facilities and develops corrective action, incorporating company policies.OH&S/QMS Role and ResponsibilitiesEnsures that all projects activities adhere to all OH&S and QMS standards.Ensures that company’s procedures are implemented and followed. Suggests improvement ifnecessary.Responsible for availability, implementation and follow-up of standard procedures and processes(Technical and organizational).Proactively reviews processes, documentation and procedures to keep updated on operationalactivities.Coordinates efforts with all sections of the company (Procurement & Logistics, HR and Accounts) asper company's internal procedures.Reviews OHS reports from field or regional supervisors, evaluates and suggests improvements using company’s reporting formats and procedures.Monitors the Site Safety Induction sheet filled by subcontractors, and manages them according topolicy.Checks that the incident investigation reports are filled.Ensures that adequate PPE is used by both company's teams and SubcontractorsRequests for the replacement of PPE (Personal Protective Equipment)’s when required.Ensures that safe work procedures are being adhered to by team members.Deals directly with the client’s representative on all OH&S matters when required.Prepares and distributes a variety of reports as requested by Head.Be responsible for the application, compliance and regular updating of the security plan in place both by the local team and by visitors.Ensures visitors receive a proper security and context briefing and monitors the security adherence.Provides the general coordination with security-related feedback and systematically reports in writingany security incident involving the teams.Investigates accidents, incidents, and hazards and implements the necessary corrective andpreventive actions to mitigate incidents, accidents and hazards.Ensures that all placards are clear, clean and well maintained.Provides training to enhance the OHSAS knowledge and competence.Conducts emergency preparedness drills on a regular basis.Conducts regular site inspections.Monitors hazard controls (PPE, engineering controls, policies, and procedures).
